What is Public Administration Associates, LLC?

Public Administration Associates, LLC, is a consulting firm specializing in local government recruitment and management studies. PAA was organized in April 1998 by partners William Frueh, Denise Frueh, and Stephen Hintz. William Forrest, Jackson Kinney, Daniel Elsass and Gordon Hintz are PAA Associates.

What expertise do the partners have in local government?

 

Stephen Hintz Stephen Hintz served on the faculty of the University of Wisconsin Oshkosh from 1972 to 2001 where he taught personnel, budgeting, and municipal management in the Master of Public Administration program. For twenty years, he served as executive secretary of the Wisconsin City/County Management Association. Hintz holds a Ph.D. in political science from Yale University. He has been consulting with municipalities on recruitment and management issues since 1980. In 1998, Hintz was elected to the Oshkosh Common Council and was the Mayor of Oshkosh from 2002 to 2004. In 2001, he received the prestigious Sweeney Academic Award from the International City/County Management Association for his lifelong work in promoting public administration.

 

William Frueh William Frueh has served local and state governments since 1962, as a City Manager in Council Bluffs, Iowa; Newton, New Jersey; Shawnee, Oklahoma and retired in 1996 after 20 years as the city manager of Oshkosh, Wisconsin. He also served as the Director of Economic and Community Affairs for the State of Oklahoma. Oshkosh Citizens and the Oshkosh Northwestern newspaper named Frueh as one of the ten people in Oshkosh who most influenced the development of Oshkosh during the twentieth century. Frueh received his bachelor’s degree in Civil Engineering from Iowa State University and has experience as a City Engineer and Public Works Director. He has been actively consulting since 1996 and is a Life Member of both the International City/County Management Association and WCMA.

 

 

Denise Frueh Denise Frueh received both her bachelor's and master's degrees in Business Administration from the University of Wisconsin. She has over 20 years of experience in serving municipal governments, as Deputy Assessor for the City of Oshkosh, WI and as a consultant to local governments. In addition to serving as the business manager for Public Administration Associates, she has been actively consulting since 1996 on numerous executive searches and administrative studies for Midwest municipalities in Wisconsin, Illinois, Minnesota and Iowa.

 

 

William Forrest Associate William Forrest has over 30 years of experience in service to local governments, including Director of Planning for Marathon County, WI for 22 years, Administrator for the Town and Village of Weston, WI for over five years, and as a consultant serving both public and private sector clients.  Forrest specializes in interim administrator/manager assignments, having worked in Chippewa Falls, Prairie du Sac, Weyauwega, Kronenwetter, Buchanan, and Turtle Lake, WI.  Forrest received his Bachelor of Science degree in Regional Analysis from the University of Wisconsin Green Bay. In 1981 he received accreditation from the American Institute of Certified Planners (AICP), and in 1992 was named Public Employee of the Year by the Wausau Area Chamber of Commerce for his “efforts to foster economic and community development in the Wausau Area.”  Forrest currently is a member of the Wausau, WI Common Council.

 

Jackson KinneyAssociate Jackson Kinney has over 35 years experience in city, county and regional planning and development, including 25 years as Director of Community Development for the City of Oshkosh, WI, where he spearheaded a wide variety of improvement projects and programs. During his tenure in Oshkosh Kinney was responsible for the preparation and implementation of numerous community plans, downtown revitalization, neighborhood projects, and business and industrial park development. He led energetic central city redevelopment efforts, including major environmental remediation projects. Kinney received his Bachelor of Science Degree in Journalism from Ohio University and a Master of Arts Degree in Urban Studies from the University of Akron.
 
Gordon Hintz Associate Daniel Elsass has 14 years experience as a professional municipal and county administrator, serving as the city administrator for Fitchburg, Baraboo, and Chippewa Falls, and as the assistant to the administrator in Rock County Wisconsin. Elsass also taught local elected and appointed officials through the University of Wisconsin-Extension Local Government Center and UW-Continuing Studies. Additional work includes training newly elected officials in budget and finance for both the Wisconsin League of Municipalities and Wisconsin Counties Association. Elsass has experience in collective bargaining, union contract administration, personnel management, and finance and is available for interim city administrator work. Elsass served 12 years on the WI State Auditor''s Local Government Best Practices Commission and in 2003 he researched and wrote Merger of City-Village-County Services: Best Practices.
 
Gordon Hintz Associate Gordon Hintz received his bachelor's degree from Hamline University (MN) and master's degree in public policy and administration from the University of Wisconsin-Madison. He has worked as a member of Senator Herb Kohl's staff in Washington DC, a research assistant for the Kettl Commission on state and local government, and a management assistant and budget analyst for the City of Long Beach, CA. Hintz was elected to the Wisconsin Assembly in 2006 and currently chairs the Consumer Affairs Committee and is a member of the Urban and Local Affairs Committee and the State Building Commission.
