Job Announcement:

The Village of Whitefish Bay is on the lookout for an exceptional, forward-thinking leader to step into the role of Village Manager. Whitefish Bay is known for its sense of community, safe environment, high quality schools, convenient shopping districts, and attractive location along the shores of Lake Michigan and short distance from downtown Milwaukee. The village is predominantly a single-family residential community with a strong concentration of small businesses along Silver Spring Drive. Residents appreciate well maintained public and private property and excellent local government services.

The salary range for the position is $130,000 – $160,000 depending on qualifications.  Excellent benefits are included.

The Village Manager, an appointed position, oversees the daily operation of the various village departments, including the Finance/Clerk Department, Public Works Department, Police Department, and Building Services Department. The Library Board oversees the Library Department. The Village Board, consisting of the Village President and six Trustees elected at-large to three-year terms, oversees the Village Manager and the Village Attorney. The village has approximately 65 full-time and 35 part-time employees. 

In an effort to increase efficiency and maintain fiscal responsibility, the Village shares the following services with many of its neighboring communities in the North Shore: North Shore Fire Department, North Shore Water Commission, North Shore Cable Commission, Bayside Communications Center, Milwaukee Area Domestic Animal Control Commission, and North Shore Health Department.

The Whitefish Bay 2024 budget is $25,756,519 which includes a General Fund of $12,390,251, Library Fund, Debt Service Fund, Capital Fund, Special Assessment Fund, Borrowed Money Fund, two TID Funds, and three Utility Funds (Water, Sewer and Stormwater). Some challenges that will face the next Village Manager will be to implement the Strategic Plan; continue the on-going redevelopment of Silver Spring Drive; maintain current North Shore community agreements for services; increase human resources capabilities and departmental efforts to build resilience and empowerment; continue engaging the public, business community, nonprofit organizations, community organizations, and other key stakeholders; and maintain high customer service of village services within current budget restraints. Bachelor’s degree in public administration, business administration or related field is required. Master’s degree is preferred. Possess five years of progressively responsible administrative and leadership experience in a municipal organization. Consideration of candidates with private sector or military experience will be made if they can demonstrate accomplishments that directly relate to necessary skills identified.

Candidates should possess a strong skill set in financial management including budget development and debt financing, intergovernmental relations, human resources (pay, performance, and general personnel management), community engagement, and strategic community planning.

The successful candidate should have a collaborative style in carrying out governing body policies, emotional intelligence, integrity, open and positive communication skills (public marketing and relations), strong work ethic (committed to public service), and team builder and leader in addressing community issues/problems.
