Jay Shambeau currently  serves as City Administrator for the City of West Bend, Wisconsin. Over the last eight years, his work has been instrumental in the revitalization of the historic downtown, Milwaukee Riverwalk, commercial, residential and industrial development, and overall economic development of West Bend. Jay also served as Planning and Parks Administrator for Washington County, Calumet County Administrator, Kewaskum Village Administrator, and Clark County Planning and Zoning Director.

Shambeau earned a master’s degree in public administration from the University of Wisconsin – Oshkosh, a bachelor’s degree in geography and regional analysis from the University of Wisconsin – Green Bay, and an associate of arts degree in general studies from the University of Wisconsin – Manitowoc. He also successfully completed the Leadership Wisconsin program administered by the University of Wisconsin. In 2023, Jay received the prestigious “30 Years of Service Award” by the International City/County Management Association (ICMA).
